Managing Shop Attendants & Labor Laws in Uganda

A guide for Ugandan shop owners on hiring, training, paying, and managing shop attendants, including NSSF and labor laws.

Compensation and Legal Requirements

Entry-level shop attendants in Kampala typically earn UGX 150,000 to 350,000 per month, while upcountry rates range from UGX 100,000 to 250,000. Under the NSSF Act, all employers are legally required to contribute 10% (employer) and deduct 5% (employee) for every worker. The Employment Act sets normal maximum working hours at 48 hours per week (8 hours per day); hours beyond this must be paid as overtime. A hybrid model of basic living salary plus a 2%-5% performance bonus above target daily sales is often best to motivate proactive selling.

Hiring and Training Your Team

To find honest shop workers, require verifiable guarantors (LC1 chairperson letter, National ID copies), perform background checks, and start new hires on a 3-month probation. Properly train new attendants on product features, customer greeting protocols, stock ledger entry, POS usage, cash handling security, and dispute resolution during their first two weeks.

Performance and Disciplinary Actions

Gross misconduct like theft allows for summary dismissal, but you must follow due process: provide a written notice of allegations, hold a disciplinary hearing, and issue a formal termination letter to avoid unlawful dismissal claims.
