You usually cannot prove theft from one shortage alone. The safest method is to build controls that show **who sold what, what payment was received, what stock moved and what cash should be available at the end of each shift**.
What warning signs should an owner watch?
Repeated unexplained shortages are more important than one mistake.
Warning signs can include frequent stock differences, sales being deleted after they are completed, unusual discounts, products leaving without receipts, excessive returns, repeated cash shortages, more Mobile Money messages than recorded digital payments, or an attendant refusing regular stock counts.
None of these alone proves theft. They tell you where to investigate.
How do I know how much cash an attendant should hand over?
At the end of a shift, calculate:
**Opening Cash + Cash Sales + Cash Received From Debtors − Cash Expenses − Approved Cash Withdrawals = Expected Cash.**
Then compare expected cash with the physical cash handed over.
If the system expects UGX 850,000 but the drawer contains UGX 810,000, there is a UGX 40,000 difference that needs an explanation.
Why should each attendant have a separate login?
If everyone uses the same account, you cannot reliably know who created, changed or deleted a transaction.

Generally, completed sales should not simply disappear.

If the system says 100 units should remain but a physical count finds 92, there is an 8-unit variance.
Investigate whether those units were sold without being recorded, damaged, transferred, given away, entered incorrectly during purchase receiving or stolen.
Count high-value and fast-moving items more often because differences in those products can create larger losses.
